The locale settings are there to get a common time and float format,and actually wb_gtk is the development environment where translation is not implemented, but there are similar settings in xtt/exe/rt_xtt/gtk/rt_xtt_gtk.cpp for the operator environment. They doesn't affect the translation which is controlled by the -l option to rt_xtt or the Language attribute in the OpPlace object.

When have attached your project with 'sdf' you can check that the new translations are found on $pwr_exe/fr_fr. If they are, I can't say what is missing, but you send med the files I will try to find out what's wrong.
