You can create animations with subgraphs with several pages, and you should use a cyclic animation that is viewing the first page when they signal is low, and looping through the other pages when the signal is high.
Enter the Ge editor and set Subgraph in Graph Attributes to 1. Draw the part that should be animated in the resting state on the first page.
Save and create a new page from File/Create Next Page in the menu. Page 2 is the first page of the animation. Make some small rotations or movements and save. Create another page and continue until the lap is complete. You can move back and forward between the pages with Ctrl+N and Ctrl+J to check the movements.
Finally insert the subgraph into you graph, you will find it under Local/Subgraph in the subgraph palette. Set DynType1 to Animation, set Animation.Sequence to Cyclic and connect Animation.Attribute to your Do. Also set the AnimationScantime in Graph attributes.
